In the past, our office sent current LP (liquid propane) and HO (heating oil) prices to the network. Effective March 2021, we discontinued this practice and ask that you visit the Iowa Department of Agriculture & Land Stewardship website > Fuel Reports, for current and historical pricing information.

Waiver - Non-Essential Services
Non-essential services may be considered Supported Expenses under the condition that failure to do so could result in the forced displacement of the impacted household. To be considered for inclusion a clear and verifiable risk of displacement, such as a property lien held by the vendor against the homeowner, must exist. Authorization to allow for the payment of non-essential services is at DCAA discretion.

Uniform Guidance 2 CFR Part 200 requires that hard copy and electronic documentation (client files, contractor files, financial records, etc.) is retained for 3 years after the end of the grant period. Documentation must be maintained longer if an exception is met. LIHEAP has two-year grant periods, which is why records must be kept for a total of five years.
LIHEAP FY16 (10/01/15 - 09/30/16) records must be retained through 10/01/21
LIHEAP FY17 (10/01/16 - 09/30/17) records must be retained through 10/01/22
LIHEAP FY18 (10/01/17 - 09/30/18) records must be retained through 10/01/23
LIHEAP FY19 (10/01/18 - 09/30/19) records must be retained through 10/01/24
Please note that just because you can dispose of records does not mean that it is in the best interest of the agency. Be sure to discuss record disposal with your Executive Director and Fiscal Officer, and maintain records according to agency policy. Please feel free to contact our office with any questions.
