Racial and Ethnic Disparities

The federal Juvenile Justice and Delinquency Prevention Act requires states to assess the extent to which racial and ethnic disparities exist in the juvenile justice system and implement activities to reduce these disparities. In 2020, according to the National Center for Health Statistics, minority youth, aged 10-17 comprised 11.3 percent of all of Iowa's youth. Overrepresentation exists throughout juvenile court decision points. Iowa's Juvenile Justice Advisory Council has charged a state Disproportionate Minority Contact (DMC) Committee to provide oversight for Iowa’s DMC effort.  Iowa’s Department of Human Rights, Division of Criminal and Juvenile Justice Planning (CJJP) administers Iowa’s DMC effort.
